Coach investigated
POCATELLO -- To Jeff Tingey, tales of coaches misusing money from their athletic programs were always just that -- tales.
"You hear about things like this happening throughout the state, throughout the nation," Tingey said. "It's one of those things that make you go, 'Wow, why would somebody make decisions to do those things?'" Idaho State's interim athletic director never imagined he would have to investigate financial irregularities within his own department, but former Idaho State softball coach Larry Stocking has changed all that. Idaho State administrators said they have found evidence that Stocking inappropriately spent at least tens of thousands of dollars of the softball team's funds and that he has acknowledged many of their accusations. Stocking's initial responses led Tingey to put him on administrative leave Sept. 17 and the coach turned in his resignation four days later.
In a process that first began in July, the university is continuing to examine Stocking's expense reports and receipts from his entire tenure as the Bengals' coach. Administrators also have turned over portions of their findings to the Pocatello Police Department, which has opened its own investigation. "Everybody took it hard -- how can you not?" said interim softball coach Andrea Wilson. "I'm just focusing on getting the girls past it and moving on, because a lot of the girls are struggling with it."
When reached at Stocking's home number, his wife, Tawnya, said he would not be returning phone calls from the Journal. James Fletcher, Idaho State's vice president for finance and administration, would not divulge specific instances of Stocking's alleged misuse of funds. Fletcher said the university nearly has completed looking into Stocking's expense reports from his coaches' travel budget, which provides for recruiting trips, among other purposes.
The university is now looking into irregularities in the team's travel expenses, and Fletcher said it intends to examine all his other expenditures as softball coach. The university has found more and more possible irregularities as it has progressed, Fletcher said. After acknowledging several of the university's accusations, Stocking has sent a number of checks totalling between $20,000 and $30,000 to reimburse Idaho State, Fletcher said.
"I did and continue to feel bad about coach Stocking and the decisions that he's made, but more so, I feel for his team and the student-athletes," Tingey said. "I'm sure they're going through a rough time as well." After Fletcher arrived at Idaho State last year, he began implementing controls on the expenditure of all departments, including deploying business officers across the campus to monitor finances.
While auditing the athletic department's spending in July, its business officer, Jim Kramer, stumbled across questionable trends in Stocking's expense reports. Those initial suspicions pertained to Stocking's spending patterns in his coaches' travel budget, but Kramer found more questionable expenditures in other areas of the program's budget. Tingey presented those findings to Stocking on Sept. 16 and gave him time to explain himself. Stocking returned the next day to acknowledge them.
"We started putting two and two together and began looking into it a bit further," Tingey said. "We wanted to confront him with those things. By that time, nothing was going to shock me, because we had done our homework and we had investigated that situation quite thoroughly." Idaho State administrators said in the past year that they encountered what in hindsight turned out to be warning signs of Stocking's alleged misuse of funds, but which at the time appeared innocuous.
The main red flag stemmed from a trip the softball team made to Honolulu in March for a five-game swing. Each player paid $800 for the trip, on top of helping organize a fundraiser in the Idaho State ballroom. Stocking had promised the players they would share a room with just one other girl on the trip. But when they arrived, they found themselves in a five-bedroom house, where they squeezed up to four players in each room.
Several former Bengals players also said Stocking invited many strangers on the trip with them. "It seemed to me like we raised a lot of money for that trip. I'm not really sure how it got spent," said Christine Shollenberger, a senior on the team last year. "I don't understand how we had so much money, but we didn't have enough money to get a house big enough for us." When the team returned, its two Student Athletic Advisory Council representatives described those housing conditions to Matt Steuart, the organization's advisor. Steuart told them it technically wasn't an NCAA violation, and Stocking perhaps had rented that house to save the team some money. The players didn't press the issue any further, nor did they raise any suspicions about the way Stocking had spent their money. "By itself, it just didn't appear to be a concern," said Nancy Graziano, Idaho State's associate athletic director for student support services. "I just never had access to or saw anything that would raise any type of suspicion in my mind." Graziano isn't the only one. Indeed, the accusations Stocking faces have left players in the softball program stunned. "It's just something that I think a lot of us don't understand," Wilson said. "There's a lot of hearsay going around the town and around the department. Some of it is rumors, and some of it is the truth. The first year of the program Coach Stocking wanted my daughter to bring in $800 to help with expenses. We didn't have $800 so I called him and told him I thought it was odd to have to bring in that kind of money. We had an older daughter who played DI and II softball and never heard of that. We of course expect fund raising, but not that kind of money. He said that was normal for a DI program. I disagreed but we sent $150. The second year my daughter played (last year) she had to sleep on the floor two different times. This upset us and her. But, I didn't complain then because I didn't want anything to affect her playing time. So at the end of the season, I wrote a letter to the athletic directer as well as the president with our concerns about travel safety (driving through the night instead of staying in a hotel) as well as my daughter sleeping on the floor. When you sign a letter of intent to play at a school, you sure don't expect your child to have to sleep on the floor. It was a new program and we didn't expect a large budget but we didn't think any school would allow this. I think the university owes us an apology. Is that not enough to give her respect? She deserves the spot of head coach and i know our team has 110% confidence in her, that she will led us to victory.
