Assessments raise eyebrows
POCATELLO - Cary Smith made only one improvement to his 900-square-foot rental home on North Johnson Avenue. He built a cedar fence around it.

So Smith did a double take when he recently received notice that the assessed value of the residence had jumped by 84 percent.
